Meet the CACFP Family Child Care Steering Committee Leading the Community of Wellness!

One year ago, this group of women chose to volunteer their time to create a space for family child care providers to join together over Zoom and Facebook and in-person, when we can, to support each other as nutritious and loving meals are served in family child care settings. They want to grow participation in the Child and Adult Care Food Program (CACFP), lead the way in a support network for family child care providers to discuss tips, tricks, and even frustrations in serving meals in their care, and always provide space to prioritize wellness of providers themselves. Advocacy is another big priority as they seek to bring family child care providers to make the CACFP a fairer, easier program to manage - and raise reimbursement rates!
CACFP Roundtable supports them as they seek to make a movement around nutritious meals for children and families all while prioritizing the real experiences and needs of family child care providers - as whole people who need to take care of themselves too.
The steering committee has hosted three Community of Wellness Zoom meetings, with another coming up this weekend, March 22nd! Expert, Mary Beth Testa from MBST Solutions will be our guest to provide updates on policy and advocacy at the federal level and followed by a discussion about the Power in Play and anything else that is top of mind. Catherine Scott

Catherine Scott has been providing care for 39 years. As the founder of Scott Family Childcare Learning Center in Long Beach, California, Catherine has built a prestigious 5-star program, seamlessly blending professional excellence with the warmth and comfort of home. Her dedication to individualized care is deeply rooted in her personal experiences.
Catherine's influence extends beyond her program. She actively supports parents by connecting them to essential community resources and offering invaluable guidance. She also plays a crucial role in the professional development of other Family Childcare Providers, ensuring high-quality care and financial stability within the community.
A passionate advocate for peer-to-peer mentoring, Catherine understands the importance of nurturing newer providers. By sharing her extensive experience and knowledge, she fosters a collaborative environment of continuous improvement, helping newer providers achieve high standards of care and success.
For 18 years, Catherine has served as a Mentor Teacher and Director Mentor for the California Early Childhood Mentor Program.
Catherine's academic credentials are equally commendable. She holds a Family Development Credential from Cornell University, a B.A. in Human Development, and a Master’s in Early Childhood Education with a specialization in Childhood Trauma Studies from Pacific Oaks.
Claudia Mendoza

Claudia was born in La Paz, Bolivia in 1975 and moved to the USA with her family in 1990. In 1996 Claudia and her parents opened a Family Child Care known as “Joy’s Childcare”. After obtaining an AA and AS in Business Management she married, purchased a house, obtained a new license across from Rowland Elementary and changed her DBA to “The Joy of Learning Academy” to better reflect her mission. Observing children enrolled in her day care grow from small babies to active toddlers gave Claudia a better understanding of children’s growth and inspired her to pursue a career in Child Development.
She obtained her teacher Permit in 2001, continued to obtain a Site Supervisor Permit and AA in Child Development in 2003. During this time she became a mother of two sons. In 2004 her FCC became accredited. In June 2005, she became part of the LAUP becoming one of the 10 pioneers in the area. She volunteered and got involved with the local elementary school while her son attended Kindergarten and served for two years as a representative of Rowland Elementary School in the Parent Council Meetings at the Rowland Unified School District. She has been a mentor teacher for the past 18 years mentoring one-on-one over 266 student-teachers from Mt. SAC, Citrus College, Hacienda Adult Education and other colleges.

Hayley Village

With over 40 years of experience dedicated to children and family services, Hayley Village is a resilient leader and passionate advocate for children, families, and family child care providers. Her extensive career spans both private and nonprofit sectors, including nearly 20 years as a Family Child Care Provider. Throughout her journey, she has taken on diverse roles to improve the lives of children and strengthen family support systems.
Hayley holds an AA in Early Childhood Education and a Bachelor’s in Human Services with concentrations in Administration and Counseling. She is currently participating in the San Mateo County Leadership Training Program and will graduate in May 2025. She is also a proud graduate of the Renaissance Black Entrepreneurship Training Program.
For the past five years, Hayley has been a dedicated member of Home Grown, where she currently serves as an advisory panel chair. She takes immense pride in contributing to the organization’s mission of supporting family child care providers on a national scale.
Hayley has also served as a consultant for the Renaissance Entrepreneur Program and remains an active member of the Bay Area Professional Family Child Care Network (BAPFCCN), the NAACP, and Black Leaders of San Mateo County. Additionally, she mentors through the Institute of Child Nutrition (ICN) and serves as a board member of the San Mateo Family Child Care Organization. Her committee work includes contributions to the California Adult and Child Food Program (CACFP), where she supports child nutrition initiatives.
Hayley developed the Glenys Village Humanitarian Scholarship Awards in honor of her late mother, celebrating her legacy of compassion and service. She is also a proud mom to three grown children and a fur baby.
Jackie Johnson

My name is Jackie Jackson and I am a passionate Childcare Provider with genuine love for helping children, families, and Childcare Provider learning and growing in the childcare industry. I have been providing service in the Los Angeles area for over 25 years, mentoring and supporting childcare families and childcare providers in the Los Angeles county area. I currently hold a BA degree in early childhood education. I have been mentor for over 25 years in 2013 our facility was the first home care to be selected as one of the partnership programs for early Headstart out of our residential homes 2024. We was awarded best Childcare of the year from the early Headstart Partnership program closing, I would like to say, I believe every Parent and CHILD first Start should be a fair start
Juliana Ramirez

Juliana’s background in education, combined with her experience as an elementary school teacher, has naturally led her to a fulfilling career in family childcare education. Holding a bachelor’s degree in liberal studies from Cal State San Bernardino, she is passionate about creating environments where young minds flourish and families feel supported.
With 8 years of experience, Juliana has built a warm, educational environment where children thrive, and parents feel confident in their care.
Beyond her childcare facility, she makes a meaningful impact by actively participating in the CACFP Steering Committee, advocating for child nutrition and the overall well-being of children.
She is deeply dedicated to nurturing and empowering children, helping them develop the confidence and skills they need to thrive in an ever-changing world. Her unwavering commitment to education and her community reflects her belief that we can inspire future generations to reach their full potential through care, learning, and compassion.
Karen Kohler

With over 38 years of experience in Early Childhood Education (ECE), I bring a wealth of knowledge and passion to every project I undertake. I have spent 10 years in family child care and have worked across both non-profit and for-profit organizations. As an Educationist, Mentor-Director, and Edupreneur, I’m dedicated to driving meaningful change in the field. I advocate for family childcare, build microschools, and am a passionate supporter of CACFP. I am committed to fostering innovation, guiding the next generation of educators, and creating inclusive, impactful educational experiences.
Tonya Muhammad

Tonya Muhammad is a seasoned child care provider with over 34 years of experience in early childhood education. She is the founder of Daycare Chronicles 101, where she mentors providers, educates parents, and advocates for quality child care. A published author, Tonya wrote Daycare Chronicles 101, available on Amazon. She also hosts the Daycare Chronicles 101 Podcast, sharing insights and industry expertise.
Tonya has led workshops for CAAEYC, Crystal Stairs, and the California Child Care Resource & Referral Network and regularly hosts Lunch and Learn seminars for child care professionals. Committed to lifelong learning, she continues her education through professional development and coursework at UCLA.
